The range of services of both organizations evolved through the years, expanding to include foster care, clinical services and early childhood development. The two organizations entered into a management agreement in 1987, creating a historic partnership between the agencies. Our Redeemer was established in 1866 as one of the early Free Methodist congregations. Free Methodists spoke against slavery, promoted liberty in worship, and taught liberty from measuring your life by what you own. The church held services originally on Villa Street in downtown Elgin.
